Port workers in Dutch ports are expected to lay down work on Friday 4 September 2026 in protest against the Dutch government’s proposed cuts to social security. According to FNV Havens (trade union), no vessels will be handled between 11:15 and 19:00 that day. This may affect loading, discharging, securing of cargo, towage and cargo inspections, and could result in delays for vessels calling at Dutch ports.
The strike forms part of a wider union response to the government’s intended reductions in social security expenditure which are expected across the Netherlands in the Autumn.

For shipowners, charterers and operators with vessels scheduled to call at Dutch ports around 4 September, the immediate concern is possible delay. Even a temporary stoppage may have knock-on effects for vessel schedules, terminal planning, inland transport connections and cargo delivery windows. The actual impact will depend on the number of participating workers, the terminals and services affected, vessel schedules and any contingency measures taken by port operators.
Shipowners and Charterers should monitor port notices, terminal updates and agent reports closely. The announced timing or duration of the action may still change, and operational consequences may continue after work resumes if congestion or backlogs arise. Where delay occurs, contemporaneous evidence should be preserved, including notices from terminals, port agents, charterers and authorities, as well as records of waiting time, deviation, additional costs and any communications concerning berth availability or cargo operations.

The contractual position will depend on the wording of the relevant charterparty or other contract, including provisions dealing with strikes, port congestion, force majeure, laytime, demurrage and exceptions to performance. Shipowners and Charterers should not assume that the strike will automatically excuse delay or additional expense. The position should be assessed against the applicable terms and the facts as they develop.
