    Resilience and integrity in the Rotterdam port

    The annual Integrity Week, organised by the ICC and Transparency International, among others, will take place from 27 to 31 October 2025.

    This topic also remains important in the port and shipping sectors. Trust and a culture of reliability are indispensable factors for trade and transport.

    A training kit will soon be available in the port of Rotterdam that organisations can use to improve their integrity and resilience. To give you an idea of the learning objectives you can pursue with this training kit, we are providing a preview as offered by HOME | Safe Harbour.

    Drugs are smuggled into Europe via European seaports, on board seagoing vessels and in containers. Port employees are recruited to bring the drugs into Europe.

    Ship crew members can also be recruited to participate in smuggling. It is just as important for shipowners and masters of seagoing vessels, their P&I Clubs, and also for crewing agents to pursue integrity and resilience. This is to try to prevent the involvement of crew members as much as possible.

    Important points of attention are:

    1. PROVIDING INTERNAL ASSISTANCE

    Learning objectives for operational and office staff:

    • You discuss the possible signs of corrupt behaviour among colleagues.
    • You understand the importance of providing assistance as opposed to betraying someone.
    • You know what, how and where to report and what the consequences of your report are for yourself and those involved.
    • You are aware of the consequences of not reporting and/or the positive effects of reporting.

    Learning objectives for HR managers, management and security:

    • You recognize the signs of corrupt behaviour among colleagues/employees.
    • You actively promote the importance of offering help as opposed to betrayal.
    • You visibly and collectively create a safe culture/workplace.
    • You create opportunities to offer help through a transparent reporting procedure.
    • You encourage employees to confide in someone.
    • You communicate clearly about signs, working methods and the consequences of reporting.

    1. PERSONAL SAFETY

    Learning objectives for operational and office staff:

    • You know what to do in an unsafe situation in which you find yourself.
    • You know what to do if you notice an unsafe situation in the workplace.

    Learning objectives for HR managers, management and security:

    • You identify protocols/procedures and rules that apply in the event of an unsafe situation.
    1. ESTABLISHING AN INTEGRITY-BASED ORGANISATION

    Learning objectives for operational and office staff:

    • You identify the social, work-related and situational factors that cause people to participate in drug smuggling.
    • You identify weaknesses in the organisation that create opportunities.
    • You know how and why to address colleagues about behaviour that makes them attractive to drug criminals and/or deviates from behavioural agreements.

    Learning objectives for HR managers, management and security:

    • You identify the social, work-related and situational factors that cause people to participate in drug smuggling.
    • You are aware of structures and processes in the organisation that create opportunities and/or encourage unethical behaviour.
    • You identify preventive tools that frustrate causal factors.
    • You create policies that support preventive tools with regard to HR and procurement/relationship management.
    • You actively promote core values that encourage ethical behaviour and act as a role model.

    1. WHAT ALSO APPLIES TO CREW MEMBERS ON BOARD SHIPS:
    • You are aware of the consequences and impact of offering assistance.
    • You are aware that participating once is not an option.
