    Navigating offshore wind farms in Dutch waters

    The Dutch part of the North Sea is developing rapidly as offshore wind energy expands. Several new wind farms are under construction or entering operation and more are planned under the Dutch energy transition roadmap.

    These projects play an important role in the Netherlands’ climate objectives, but they also change the way vessels navigate in the area. We herewith provide some key rules and practical guidance for shipowners in this respect.

    The safety zone: the Dutch policy rule establishing a safety zone for offshore wind farms

    Dutch offshore wind farms are surrounded by a safety zone established under the Dutch policy rule establishingh a safety zone for offshore wind farms (Dutch: Beleidsregel instelling veiligheidszone windparken op zee). This policy sets out when vessels may enter a wind park area and under which conditions.

    Key points include:

    • Safety zones generally prohibit entry by vessels unless a specific condition allows it.
    • In some wind farm areas, the Netherlands provides designated passage corridors.
    • As of the 2023 update, only vessels up to 46 meters (LOA) may use these passage corridors.
    • Passage is only allowed when the vessel operates with a functioning AIS (Class A or B) and marine VHF.
    • A minimum distance of 150 meters must always be maintained between the vessel (including objects extending from the vessel) and each turbine.
    • Anchoring, mooring or any contact with the seabed within the safety zone is prohibited.

    The rapid growth of offshore wind farms in Dutch waters introduces new navigational challenges for shipowners while supporting the Netherlands’ broader sustainability goals. Turbine fields limit maneuvering space, increase local traffic from service vessels and restrict anchoring due to subsea cables, making drifting incidents more complex to manage. As these wind farms contribute to national climate targets, vessels must adapt by planning routes with updated charts, keeping clear of safety zones and taking early action in case of machinery problems to avoid entering restricted areas.
